The purpose of the MM Lite API

Meta describes the MM Lite API as an easy‑to‑use solution for direct marketers that improves customer experience and drives results comparable to or better than the Cloud API. It is aimed at promotional messaging. Service, utility and authentication messages are still sent through the Cloud API, but marketing campaigns benefit from MM Lite’s delivery optimizations and new reporting features.

MM Lite allows businesses to send the same template‑based marketing messages they already use on the Cloud API, but with enhancements such as:

  • Dynamic messaging limits - templates with high engagement (more reads and clicks) automatically get higher reach. In India, an AB test on 12 million messages in Jan 2025 showed up to 9 % more messages delivered compared with the Cloud API.

  • Exclusive tools - businesses can see how their template performs versus similar templates in their region and get suggestions to improve performance. Marketers can also set a time-to-live (TTL) so that short-run promotions expire automatically.

  • Conversion reporting - MM Lite introduces web and app conversion metrics. Through Ads Manager and the Insights API you can view add-to-cart, purchase and checkout events. This links marketing messages with actual sales outcomes.

  • Simple migration - businesses use the same WhatsApp Business Account, phone number and template library as the Cloud API. Only the send-message endpoint changes.

How MM Lite differs from the Cloud API?

Local storage and multi‑solution conversations

MM Lite respects the Local Storage setting that lets businesses choose where message data is stored. If Local Storage is enabled on your Cloud API setup, the same setting applies automatically. The API also works with Multi‑Solution Conversations, which means multiple providers can use the same phone number and messages appear in a single chat thread.

Migration and onboarding steps

Updated pricing: per‑message charges from July 2025

Meta has shifted the WhatsApp Business Platform, including MM Lite, to per‑message pricing effective July 1, 2025. Previously the platform charged per conversation, but now only template messages incur a fee when they are delivered. Key points:

  • Only template messages are charged - non-template messages (plain text, images, etc.) remain free when sent within an open customer-service window.

  • Rates vary by category and country - marketing, utility and authentication templates have different rates that depend on the recipient’s country calling code. Rate cards for each currency (USD, INR, IDR, EUR, GBP and AUD) are available on Meta’s site.

  • Customer Service window - if a user starts a conversation from an organic or paid entry point, you can send marketing template messages for free within a 24 hour customer service window, similar to the Cloud API.

Geographic availability and limitations

While MM Lite is available globally, some advanced features are restricted in certain countries:

  • European Economic Area, United Kingdom, Japan and South Korea - messages sent from or to these countries do not receive delivery optimizations, and click or conversion reporting is unavailable.

  • United States - from April 1, 2025, marketing messages sent to users with U.S. phone numbers are not delivered (error code 131049) across all Business Messaging APIs. U.S. businesses can still message customers outside the U.S.

  • Cuba, Iran, North Korea, Syria and the sanctioned regions Crimea, Donetsk and Luhansk - businesses in these regions cannot onboard, and messages cannot be sent to users there.

  • Russia - businesses in Russia can use MM Lite starting June 20, 2025, but their messages do not receive delivery optimizations, and click and conversion metrics are not available.
